:::Usually Abusefilter extension automatically grants sysop permission to enforce a block when the filter is set to block anyone who hits certain filter. This is disabled on Korean Wikinews (and most of the wikis) but when WMF Tech needed to fix a bug with Abuse Filter, they just promoted the "Abuse Filter" account to sysop and fixed it with the system account "Abuse Filter".
